National Apprenticeship program is a public private partnership of Ministry of Skill Development entrepreneurship, CHRED Skills Universe Under the National Employability Enhancement Apprenticeship Program of Ministry of Education Department of AICTE. It will help unemployed youth to build skills through learning by doing and learning while earning along with providing them with access to practical skills. CHRED National Apprenticeship program propose to appoint 2 lac apprentices every year for the next 5 years. At peak capacity, it will be the world’s largest apprenticeship program. It is structured to overcome the current challenges of the Apprenticeship Act. A NEEAP apprenticeship qualifies for credit towards certificates / diplomas / degrees offered online / offline by CHRED Skills Universe

Program

CHRED Skills Universe aims to focus and strive for employee productivity, socio-economic development and social harmony through its educational, training and research programs. In formulating its operational model, CHRED has considered the socio-economic context of India and its state, the competitive needs of globalization, the needs of corporate industrialization and the suitability of specific curriculum for it. CHRED seeks to bridge the gap in the Indian higher education system in relation to the importance of curriculum, graduate unemployment, low respect for skills based programs and apathy towards informal employees. Respecting the spirit of national documentation in the field of higher education, CHRED aims to facilitate skill development and community development through traditional and non-traditional programs focusing on basic, vocational, professional, technical and life skills domains. In addition to meeting the educational requirements for the youth class 16 to 32 years, pass-outs of industrial training institutes (ITIs), vocational training institutes to bring forward students who have failed in their endeavors for higher education and higher studies after passing standard 10. . Efforts are being made by CHRED to open higher education / training avenues for teachers.

Apprenticeship is a Skill Training program wherein a person is engaged by a company as an apprentice and gains classroom (theory) learning for a short period, followed by on-the-job (practical) training. What is Apprenticeship Training ?

Industry Why Apprenticeship Program ? CHRED – National Employability Apprenticeship Program F. No. 37-1 / D-SDC Regulations, 2017, the main objective of the Ministry of Education, Government of India under AICTE is to enable India to meet future needs.

The scheme bridges the market gap between the needs of the employer’s employees and the talent pool of students available in the market. It allows institutions to recruit raw, technically qualified candidates, provide training for one year with subsidy from Government of India and assign them regular roles if required. An organization involving apprentices should have the necessary infrastructure and trained managers to train apprentices.

The National Apprenticeship Scheme thus helps create a stable pool of talent, ready for the industry; to meet the human resource needs of the organization at maximum cost. The choice of apprentice is the sole prerogative of the employer.

CONTEXT

  • Youth Unemployability is a growing challenge because 10 lac youth will enter the labour force every month for the next 20 years
  • Apprentices are a powerful vehicle for improving employability because of learning-by-doing and learning-while-earning
  • India has only 3 lac apprentices (Germany has 3 million, Japan has 10 million, and China has 20 million)
  • India has only 25,000 employers appointing apprentices. UK has 2 lac and one state of Australia (Queensland) has 26,000.
  • The Apprentice Act of 1961 mandates that every employer appoint apprentices but it is rigid, unevenly implemented, and ineffective

OPERATING STRUCTURE

  • All trainees will be enrolled as students of CHRED Skills Universe as Govt. Trainee
  • CHRED will sign an agreement with the employer for the payment of stipends (pass through to candidate), an administrative fee (to meet costs for the non-profit operation that will decline with scale) and providing training slots
  • The employer will receive a single invoice for stipend amounts and service charges every month
  • CHRED will provide trainees with a unique id number, a call centre in 13 languages, a web portal, and handle all regulatory filings
  • At the end of the training period, the employer will have the first right to hire the candidate else he or she will return to CHRED
