The Department of Industrial Partnership & CSR was launched on 17th July, 2017 under Ministry of education Skill India Mission with the objective to provide overall institutional framework to rapidly implement and scale up the skill development efforts across India. The Ministry of Skill Development & Entrepreneurship, through the National Skill Qualification Framework ( NSQF ), has taken up multiple initiatives to connect with industries for partnership under the larger Skill India Mission. Department of Industrial Partnership & CSR has a single-window facilitation system that offers a unique platform for the industries to partner on various such initiatives. CHRED – IPC works with diverse set of stakeholders such as Corporate, Foundations, Government and Community based Organizations in structuring high impact collaborative skill development projects.

Practical Based Learning
The Hon’ble Prime Minister launched the National Skill Development Mission (NSDM – known henceforth as, the Mission) on July 15th, 2015. The Mission will provide the overall institutional framework to rapidly implement and scale up skill development efforts across India. The vision, objectives and design of the Mission draw upon lessons learnt from the implementation of skill development efforts over the past decade. It seeks to provide institutional capacity to train approximately 403 million people by the year 2022.
Skill development is listed as an activity under Schedule VII of Section 135 of the Companies Affairs Act, 2013. For Corporate Social Responsibility (CSR) projects. MSDE has created a separate cell (“CSR cell”) according to the NSQF course training, Facilitate corporates and foundations to contribute to CSR and other funded missions.
The Skill India Mission is an initiative of the Government of India to empower the youth A country with skill sets that make them more employed and more productive in their work environment. Industry Partnership at CHRED and CSR Vertical Work to Sustainably Help the Disadvantaged Raising the standard of living through promotion of education and raising the human development index of the nation And professional skills in training, promoting gender equality, empowering women, and increasing employment. With Industry Partnerships & CSR, we are committed to: • Provide vocational skills training that result in job/livelihood opportunities • Lend a hand in building confidence and develop the essential skills needed to succeed in the professional world. • Fulfill the labour demands of high-growth sectors • Give wings to entrepreneurs Note: As per circular dated 12/02/2016 of Ministry of Corporate Affairs, Industries/establishments are permitted to utilize their CSR funds for Apprenticeship Training which include expenditure on Basis Training and Stipend payable to Apprentices under Apprentices Act 1961. Industry Partnership Model
- Contribute Funds To The CHRED Department of Industrial Partnership & CSR To Meet And Fulfill CSR Commitments Under The Companies (Corporate Social Responsibility) Act, 2013.
- Sponsor Candidates for Skilling Programs in Priority Areas/Sectors (Programs Focused On Livelihoods, Persons with Disabilities, Minorities, Special Areas, Etc.) In Geographical Area As Suggested By Company
- Execute the project through a training provider agreement between the company and CHRED
- Offer existing facilities and machinery for on-the-job practical training where available.
- You can implement the project through CHRED training partners with project management support at nominal cost (as per general standards gazette instruction) through NSQF training scheme.
- For NSQF-alignment employees (including contractual workers) can undertake accreditation of fresh candidates from three months to 36 months of Certificate, Degree, The Diploma, Bachelor course training or Prior Learning (RPL) Certification Program.
- The organization can setup / upgrade the company with skill development facilities to become the center of excellence by focusing on areas of strategic importance.
- The Center, which will be affiliated with CHRED, will be a hub with high skill tools with the support of sector related industries to promote high quality educational skills in the country.
- Set Up Corporate Owned Multi-Sectoral Skill Training Centres/Institutes.
- Our center will be operated by a direct HRED affiliated training partner in accordance with the standards aligned with the Government of India based NSQF.
- Combine With Sponsorship Of Candidates’ Trainings
- Provide high skill oriented course training which is based on the need of different company industries.
- Become a Co-Brand Center / Organization with the Skill India Project and working with CHRED
- Use CSR funds and / or government schemes (such as the National Employment Enhancement Growth Campaign) to sponsor candidates where applicable by working with CHRED.
- Corporate (Industry / Organization) can Setup / Donate Labs to support skill Development Programs Addressing Industry Need for skilled Manpower Act Trade-Level.
- The Center, which will be affiliated with CHRED, will be a hub with high skill tools with the support of sector related industries to promote high quality educational skills in the country.
- Under the NSQF guidelines, CHRED may attach training centers to upgrade / enhance labs in their centers.
- The affiliated corporate sector can jointly monitor with CHRED whether such specific centers are delivering as per plan and quality standards.
- Ensure Continuous Engagement Through Technology And Knowledge Interventions, On-The-Job Training/Apprenticeship Programs For Graduates, Etc.
- Government schemes (such as NSQF) to offset training and assessment costs can be collected at CHRED centers where disadvantaged youth are educated.
- CSR can be contributed by providing the right location and facilities to use as a skill development center by organization.
- Existing programs can be supported by donating basic setup costs and equipment to offset intensive training programs.
- Land use may be provided for special programs like construction related expenses etc. for the purpose of setting up training centers with high employment potential.
- CHRED may be assigned by an affiliate training partner.
Candidates can be linked to training sponsorship.
- (Utilization Of CSR Funds For Apprenticeship Training Under ‘Skill Training’ Already Covered Under Item No. (Ii) Of Schedule VII Of The Companies Act.)
- CSR Funds For Apprenticeship Training To Include Expenditure On Basic Training And Stipend Payable To Apprentices Under sub-section[1] of Section 23 read with Section 10 of the All India Council for Technical Education Act, 1987 (52 of 1987).
- Expenditure On Apprenticeship Training Over & Above Of 2.5% I.E., Minimum Mandate As Per Apprentices Act, Can Be Utilized Under CSR Funding.
- Become a non funding training partner where funding in not sought
- Setup A Skill Development Organization Either As A New Business Unit, Independent Trust/Society Or A Newly Incorporated Special Purpose Vehicle With Equity Infusion From Parent Entity And/or Promoters/Trustees.
CHRED Inviting Contributions
COVID-19 pandemic is causing devastating impact in almost every country in the world. India, currently considered in the ‘acceleration phase’ of the virus, has number of positive cases increasing at an exponential rate. The Government’s decision to lockdown the country in order to diminish the spread of the virus has helped in contracting the spread. However, it is also turning into an impediment to underprivileged communities. The marginalized, as a result of the lockdown, are out of jobs, forced to move back to their native places and most vulnerable to the pandemic in the absence of face masks, hand sanitizers and basic amenities including food and sanitation.
CHRED in its Endeavour to support the communities aims to leverage its wide network of skilled workforce and implementation partners to take forward and implement the intentions through a set of models to achieve one inclusive goal – to reach out to underprivileged communities and strengthen their livelihoods.
