Skill Enhancement Employability Cell
Skill Enhancement Employability Cell (SEEC) is working under the Department of AICTE Government of India. It was formed in F. No. 37-1/D-SDC Regulations, 2017 In exercise of its powers conferred under sub-section [1] of Section 23 read with Section 10 of the All India Council for Technical Education Act, 1987 (52 of 1987) by amalgamation of the Employment wing, functioning under the Labor Directorate, and the vocational training scheme under the directorate of technical education.
Two statutes have been enacted by the Govt. of India to help in achieving the objectives of higher employment in organized sector through training.
Skill Enhancement Employability Cell (SEEC) functions with the major objectives of providing vocational training and Employment Services to the youth in State of India. To achieve these objectives the NSQF runs a variety of long term and short-term training programmes in Industrial Training Institute / Colleges to offer on the job practical training to enhance employability of a person either pursuing his or her Post Graduation/graduation/diploma in any technical or non-technical stream or has discontinued studies after Class 10th to enhance his/her employability. It also registers to youth looking for employment and provides placement services to them through through Employability Cell that also maintain the list of prospective Employers.
Skill Enhancement Employability Cell has been in the forefront of implementing various skill-building programs with the aim of helping people get jobs. At present 45 Employability Cell are functioning under this Directorate to assist people registered with employability cell.
Employability Cell in the Country have been chasing the placement of the registrants with the employers in the affective manner with the innovative approaches of industrial recruitment rallies in industrial areas of the state and with the close liaison with the employers.

The selection process takes place in the final year of a programme for students of both undergraduate and post graduate courses. Over the years, campus recruitment has assumed greater significance in the minds of several stakeholders. The major stake holder’s recruitment process is Institution, Companies, Students and Parents. Campus Recruitment and Placement System aim at providing the compatibility to simplify the process of placement for students. This is beneficial for college students, various companies visiting the campus for recruitment and even the college placement officer.
Key Objectives
1. The main objective is to bridges the gap between corporate requirements and student’s knowledge and skill sets. To guide and provide right module of training that meets the industry needs and improve their employability skills.
2. Maximum number of deserving students get on-campus placement to start their career with their dream company.
3. The quality standard of the jobs is maintained.
4. The whole team works according to the defined processes to achieve the common objective.
- If the company offers placement to the student under (NSQF) on-job training, then this is not manpower contract hence the laws related to labour /employment is not applicable.
- Trainees under CHRED – Employability Enhancement Cell are not entitled for any statutory contribution from the employer.
- Stipends paid do not attract any statutory deduction/payment obligation on the part of the corporate/industry (No PF, No ESIC etc.).
- It’s not obligatory to continue trainees after completion of training period.
- The company can show the stipend cost to the trainee in its CSR cost. (Corporate Social Responsibility)
- The duration of student training is up to three years. So staying in the company for a long time as a student’s practical training can be of great benefit to the company.
- The purpose of the cell is to provide employment to the student so that the company can retain good students as permanent workers as per the post.
- It helps organizations get a higher retention, efficiency and productivity of workforce.
- Industries that employ part-time, temporary or seasonal workforce can take CHRED Students and provide them with internship opportunities.
- Industries and Organizations can sponsor students as part of their CSR activities.
- Trainees / employees enrolled as students have to undergo only 12 hours per week of the theoretical training and complete practical training while on-the-job
- Practical training to be imparted by skill knowledge providers is based on specifically defined learning outcomes.
- As per Government NSQF guidelines, the enrolled students known as the “trainee” can be engaged in the on-the-job training for a duration of 3 months to 36 months. Therefore, a B.voc students can complete first two years of the course (leading to advanced diploma) as a CHRED-NSQF Trainee and third year Bachelor of Vocational Course
- this initiative brings courses of a reputed institute like CHRED to various locations across the length and breadth of the country
- Students can earn as well as get a degree.
- Students can earn a degree by doing a full-time job at the company
- After completing the degree training, the student’s CHRED degree is very important as the student has obtained a degree based on Live Practical. Which becomes important based on his experience.
- Any graduate postgraduate can also join this training so that they can increase their employability according to their subject which is purely company based. So that he can complete his degree and also gain company experience.
- No. 37-1 / D-SDC / 2017, Regulations, 2017, [Part III – SEC. 4] As per Appendix-I, AICTE, student NSQF obtains registration number from Government of India and receives training. Which is fully accredited by the Government of India.
- Students can pursue their studies up to PHD and get admission in a recognized university.
- Co-ordinate with institutes for the registration of students.
- Develop contacts with recruiters and convince them to hire students.
- Regularly updating the Company database and maintaining necessary communications with company during recruitment drive.
- Identify and recruit genuine placement agents to facilitate major recruitment drives on Campus.
- Arrangement of various placement related activities in the form of camps and walk-in.
- Student registration, result update and profile update.
- Communicate with industries to collect vacancies.
- Spot registration of students and industries.
